Green group attacks councils water plans as they are 'the only solution left': video

Campaigners say council water plans have been "thrown under the bus" and that residents should have a say about the future of the system.

A spokesperson from the Greens water rights group told the Independent : "Councils and utilities have decided not to come up with a long term plan for the future of their water supply. This is a blatant failure of leadership and council's priorities have now been thrown under the bus.

"The failure of water companies to give the public an accurate, coherent and costed plan for future water use makes it clear that they are the only solution left to a failing public service.

"A number of councillors in the West Midlands have recently warned the public about the serious cost implications of their water plans, with a council meeting calling for a total water charge to be introduced as early as January.

"But even in May the Independent Monitoring Office (MMO) found that these council plans were 'not meeting or making any sense' and that there was an absence of'real choice, evidence and action' by councils about what to do about water."

Last November, the BBC said that the Green Party was "in breach" of government laws by failing to reveal whether or not it supported a water charge.

Cuts to water funding in England are part of a plan to spend £1.2bn extra per year by 2020 through cuts in other public spending.

Report says stop sale

The report by Kaleida-Hanson and colleagues says the city's failure to conduct due diligence on a proposal to allow for the development of the community near Eastwood has led to a potential "black box" that could lead to an unjustified and costly "stop sale".

The report points to the fact that two City of Calgary employees, who had worked with the developer over the development of Eastwood, wrote a report that would have been part of their contract, but was not shared with the company.

On June 15, 2008, the city submitted a proposal to approve development of the proposed area to the city's Planning and Land Use Committee.

The recommendations on the committee included:

Planning for the development.

A timeline for its development.

A site by site review of the potential site and a design for the site including the surrounding area.

The community development plan.

The "best interests of the community" criteria for all developers seeking zoning approvals.

The City of Calgary then wrote back to the developers that the city has "no interest" in its approval and said they must "move faster or risk being in violation of zoning bylaws, property taxes and health and safety regulations."

The report says this process was broken up at the last moment, as council passed the bill on the basis that it would make it easier to approve development permits if there were conflicts.

The report says this means the city was allowed to delay the "best interests of the community" criteria to be met by the developer, the developers and local government during negotiations with the city over what would be considered a community development area.

The report says the city's "pre-existing guidelines for community development allow for 'best interests of the community' criteria to be satisfied with a delay to a maximum of 30 months but the City of Calgary is now refusing to adhere to those guidelines or give them even consideration in public consultation in the matter."

Hanson and colleagues said the lack of due diligence is "exemplary" for a government committed to allowing for communities of diversity to thrive. (CBC)

Hanson says residents are concerned about what they call a lack of due diligence among councillors, who continue to discuss the developer's proposed development while keeping the public in the dark.

"Given a lack of due diligence, if we go back to this process from the '08 report, it would not have been completed," Hanson said. "And as a result, our constituents were left to wonder how this project was going to progress through the council process, so they wanted to know and to be as informed as possible."
